Bernard is a renowned expert with good practitioner connections and enjoys external-facing work (e.g. advising governments, citizen-impact and wider outreach). He's a good fit for this text in terms of his expertise (theory-driven and Public Administration focus) as well as his network (very close links to policy practitioners in Brussels), which will offer us good routes to market and credibility in this space.
